DescriptionDirector, Network Engineering --- Technical Facilities Power & Cooling This position is responsible for managing engineering of the power and cooling systems in our technical facilities across the Frontier network. This technical leader must have in-depth knowledge of AC/DC power systems supporting telecommunications equipment and with various cooling systems. This includes subject matter expert such as commercial power feeds, Automated Transfer Switching schemes, generator, HVAC systems, air handlers, rectification, battery plant and cable sizing to support a N1 power/cooling environment. This position will also lead a team of engineers responsible for developing detailed project specifications and overseeing projects to completion. This leader will have the primary responsibility to determining the risk and priority of power and cooling projects based on impact to the network.Oversees Power & Cooling Engineering design specifications for Frontiers technical facilitiesTrack network issues and assign risk and priority to these projectsPrepare assessments for communication with executive management teamsPartner with field operations, network operations and engineering teams to identify augments and needed changes and repairs to power and cooling systemsCommunicate with Environmental Health and Safety teams and ensure appropriate city, state and federal entities are notified and proper permits are obtained as needed for project initiation.Ensures the accuracy of data base tracking power and cooling needs and that the proper risk and issues are captured for each potential projectReview and approve projectsReview and approve contractor invoicesDevelop annual budgets for power & cooling projectsEducation/Experience:B.S degree and a minimum of 3 years management experience in leading a technical team. Must be able to demonstrate knowledge with AC/DC power systems and cooling systems. Must be able to work with executive management in communicating priorities and risks to the network. Excellent communication and organization skills to manage multiple projects simultaneously and ensure timely delivery. Be able to work outside the Monday thru Friday time frame as needed for outages and disaster recovery events as necessary. Must have the ability to travel up to 20% of the time to assess technical conditions of the network across the 25 states.Four-year degree required - electrical engineering preferred - and strong experience in Central Office operations including AC/DC power configurations (e.g. generators, ATS, rectifiers, DC batteries, etc.) and cooling systems (HVAC, chiller systems, etc.).Leadership skills --- ability to lead a geographically dispersed team of primarily engineers.Proven ability to develop criteria to prioritize needs across the network and focus the team on the most critical needs of the business.Must be able to demonstrate a strong analytical aptitude.Ability to effectively communicate the Network Planning & Engineering strategies and priorities to the team as they relate to the Power & Cooling infrastructure.Duties & Responsibilities in this position: This position will have responsibility for Frontier---s 25 state footprint for over 2,000 technical facilities for power, cooling, space and timing systems. Duties include the following:Lead a geographically dispersed team of engineers to support the implementation of AC/DC power and HVAC needed to support the reliable operation of the networkEnsure deficiencies of the power/cooling systems from across the network are captured and prioritized based on risk to the network and our customer baseLead the continued development of the Power/Cooling database to track deficiencies, budget estimates associated with a repair, prioritization, funding disposition and project statusResponsible to ensure we are in compliance with all FCC/State/Regulatory requirementsEnsure site assessments are completed to support expansions across the network as new equipment is placed in our technical facilitiesDevelop and maintain a cost-effective vendor sourcing model for site surveys, engineering and installation of power/cooling systems as approved by Frontier.Prepare regular communications with the Operating Areas on the projects identified within their geographic scope.Develop annual capital requests for addressing Frontier---s greatest needs in the power/cooling systemsEffectively communicate the condition/needs of Frontier---s Central Office infrastructure to upper managementLeadership/Communication: during an outage situation this role interfaces with Director, VP, SVP and EVP level executives regarding the assessment of the risk, options (e.g. load shedding, other alternatives) and next steps required to minimize the impact on our customers and network equipment. Must be comfortable communicating across functional boundaries (NOC, Field Ops and Engineering teams) and with VP, SVP and EVP executives. They will be involved in developing and reviewing strategies for the growth/expansion of Frontier---s network and represent the power and cooling needs of the network in support of the outlined vision/strategy.
