Position Summary: The Human Resources Manager will lead and manage the execution of routine functions of the Human Resources (HR) department including hiring, interviewing, and onboarding staff, administering benefits, and leave, and enforcing company policies and practices. The bulk of the role will involve employee orientations, benefits administration, training, safety, compensation, rewards, and conflict resolution, and there is great opportunity for developing and refining systems and processes. This position is responsible for ensuring compliance with governmental regulations and providing recommendations for overall human resource objectives, policies, and plans. Objectives with this RoleOversee and refine employee standards and procedures, using existing HR systems as well as improved or recommended processesMaintain and enhance employee benefits programs, including compensation, health insurance and vacationAssist with recruitment efforts, and prepare employees for their assignments by establishing and conducting orientation and training programsMaintain and enhance employee safety program, including workmen's compensation and OSHA requirementsEnsure compliance with national and local HR regulations by conducting investigations and maintaining recordsIdentify and recommend improvements to internal Core Processes / Standard Operating Procedures (SOPs) Essential Duties & Responsibilities:Promote and enforce the Company's policies, procedures, and practicesDevelop strategic plans for the department, including project planning and budgetingMaintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; review policies and practices to maintain complianceEstablish, measure, and manage key performance indicators (KPIs) that monitor both the financial and operational performance of the departmentChampion and manage the staffing process, including recruiting, interviewing, hiring, onboarding and offboardingCreate training and development programs to provide internal development opportunities for employeesAdminister employee benefits programs, building relationships with external suppliers to promote collaborationResolve employee grievances and champion employment-related investigations (complaints, injuries, etc.)Respond to employee inquiries regarding policies, procedures, and programsProcess any required employment-related reporting (e.g., OSHA submittals. EEO-1)Train managers in how to coach and discipline, and counsel employees and supervisorsOversee employee disciplinary meetings, terminations, and investigationsMaintain and review department processes to ensure they are standardized, followed, and continually improvedMaintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment lawEnsure departmental and personal projects/deliverables are executed on time and to an exceptional quality standardServes as a role model in displaying initiative and assertiveness with positive problem-solving techniques and willingly performs other duties as assignedParticipate in events outside of regular office hours as necessary at company or community meetings and eventsTravel may be required to TQS customer, service, or corporate locations, including international and air travelRequires minimal level of supervision Supervisory Duties:Responsible for supervision of Human Resources Support personnelRecruits, interviews, hires, and trains new staff in the departmentOversees the daily workflow of the departmentProvides constructive and timely performance evaluationsHandles discipline and termination of direct reports in accordance with company policy Required Education and Experience:Bachelor's degree in Human Resources, Business Administration, or related field requiredA minimum of three (3) years of human resource management experience preferredExperience working with ADP Workforce Now software preferred Competencies:Exceptional verbal and written communication skills Excellent interpersonal, negotiation, and conflict-resolution skills Excellent organizational skills and attention to detailExcellent leadership skillsStrong analytical and problem-solving skillsAbility to prioritize tasks and delegate them when appropriateAbility to act with integrity, professionalism, confidentiality, and an ethical mindsetProficient with or the ability to quickly learn the organization's HRIS and talent management systems Required Certificates, Licenses, or Registrations:Valid driver's licenseAbility to obtain a passportA SHRM-CP certification is a requirement for this position. Applicants without a SHRM-CP certification must obtain one within 9 months after beginning employment with TQS. A SHRM-CP certification is a precondition for permanent employment, and if an employee does not obtain the certification within the 9-month period, then employment will be terminated Physical Demands and Working Conditions:Ability to sit for an extended period. Able to be mobile throughout Team Quality Services facilities and customer locationsAbility to work with and around others, for up to 2/3 of the work periodAbility to lift or push a minimum of 20 poundsDexterity of hands and fingers to operate a scanner, computer keyboard, mouse, and other computer components and softwareOccasional participation in events outside of regular office hours may be necessary that may include attendance at community meetings and eventsTravel may be required to TQS customer, service, or corporate locations, including international and air travelCandidate must comply with all customer and service location requirements, including, but not limited to, vaccination status. Required Knowledge, Skills, and Abilities:Demonstrates the ability to organize and manage multiple tasks simultaneouslyDemonstrates the ability to organize and sort paperwork, documents, and other computer-based informationDemonstrates the ability to photocopy and print various documents, sometimes on behalf of other colleaguesDemonstrates the ability to use written and verbal communication skills to deal effectively with diverse groups of people, including proficiency in using a telephone/cellphoneThorough knowledge of employment-related laws and regulations Demonstrates the ability to be self-motivated and directed, with keen attention to detail Personal Working Relationships: The position holder will maintain a close working relationship with TQS team members, customers, service locations, and the general public for the purpose of explanation, interpretation, technical assistance, and non-routine problem-solving.
