Job Description:
Telework Eligible Yes Major Duties The incumbent will work
within the Defense Logistics Agency (DLA), Information Operations
(J6), Program Executive Office (J62), Enterprise Advanced Analytics
(EA2) Program (J62KB). Provide comprehensive project management
services, but are not limited to, managing, controlling, tracking,
and reporting on all Business Systems software development and
integration projects from the receipt of the requirement throughout
the product's lifecycle Support EA2 applications inclusive of SAP
Business Warehouse, Business Objects, Cloudera Data Platform, Qlik,
Enterprise SAS, and Enterprise Dashboard on D3/MEAN stack to serve
DLA's enterprise analytical community. Serves as a Project Manager
for Information Technology (IT) software development and
integration project teams or program area support teams,
responsible for varied Project Management and related services
Manages projects utilizing resources assigned in a matrix
environment and /or independent business process areas to design,
develop, modify and maintain the applications, components,
interfaces and extensions that comprise agency-wide Automated
Information System (AIS)s Interprets and clarifies policies,
procedures, performance standards and monitoring techniques related
to audit readiness, software development or changes Applies IT
program management approaches, including emerging IT acquisition
strategies, performance measures, quality management, acquisition
planning, information assurance systems engineering, IT systems
sustainment approaches, and systems engineering activities, as they
relate to program protection, interoperability, and technology.
Serves as a Contracting Officer Technical Representative (COTR),
providing technical expertise and oversight for contracts related
to IT Projects. Qualification Summary To qualify for an IT Project
Manager (APPSW) position, you must possess the following
qualifications: Specialized Experience: One year of specialized
experience that demonstrate the particular competencies to
successfully perform the duties of the position and is directly in
or related to this position. To qualify at the GS- 13 level,
applicants must possess one year of specialized experience
equivalent to the GS-12 level or equivalent under other pay systems
in the Federal service, military or private sector. Applicants must
meet eligibility requirements, including time-in-grade (General
Schedule (GS) positions only), time-after- competitive appointment,
minimum qualifications, and any other regulatory requirements by
the cut-off/closing date of the announcement. Creditable
specialized experience includes: Manages projects in accordance
with agile scrum principles, negotiates and documents project
commitments with appropriate organizations and stakeholders to
ensure timely execution of deliverables within budget Develops,
integrated, and analyzed software development and integration to
permit accurate assessments of existing IT capabilities and
determines the applicability of evolving technologies and
processes, system change requests to determine and recommend
logical approaches for incremental deliveries Provides expertise
and support for self-service analytical tools, such as Qlik,
Business Objects, Enterprise SAS, and tools providing Al/ML
capabilities such as Cloudera Translates general customer
requirements into detailed specifications and developing integrated
applications that automate the customer's business processes and
improve efficiency Applies systems analysis and development
principles and techniques for existing and new application software
design concepts and methods to effectively measure software
development risk and ensure successful project outcomes Assess new
systems design methodologies to improve software quality, ensure
the integration of IT programs and services, and develop solutions
to integration/interoperability issues. For all positions
individuals must have IT-related experience demonstrating each of

appropriately. Problem Solving - Identifies problems; determines
accuracy and relevance of information; uses sound judgment to
generate and evaluate alternatives, and to make recommendations.

volunteer work done through National Service programs (e.g., Peace
Corps, AmeriCorps) and other organizations (e.g., professional,
philanthropic, religious, spiritual, community, student, social).
