Description
SUMMARY: Under general supervision, is responsible for coordinating
the procurement of supplies, materials, services, and equipment for
the City; performs related duties as required.
Examples of Duties
ESSENTIAL DUTIES & RESPONSIBILITIES:
The list of duties and responsibilities is illustrative only, and

- Assists in the bid, RFP, and RFQ process and in gathering
information on departmental requests; consults with departments to
clarify needs
- Receives and secures receipt of bids and proposals
- Evaluates responses to competitive bids, RFP's, and RFQ's and
aids departments in selecting vendor
- Maintains vendor database and assists vendors in registering
information with the City, answering questions on how to do
business with the City; works with vendors to review purchasing
details, including pricing revisions, order cancellations,
discontinued items, and delivery date revisions
- Responds to questions and concerns about applicable policies,
procedures, and work methods; answers telephones; provides
information and assistance to staff and vendors on purchasing
issues
- Purchases widely available commercial lines of commodities for
City departments; performs simple requests for quotes, places
orders, and tracks deliveries against annual requirements
contracts
- Coordinates and monitors third party contracts (e.g. natural
gas, electricity, copiers/printers)
- Aids in resolving disputes regarding performance, late
deliveries, etc. and interacts with accounts payable regarding new
vendors, contracts and invoice discrepancies
- Uses computers to enter, prepare, and proofread draft RFP's,
RFQ's, purchase orders, memos, reports, labels, forms, envelopes,
and a variety of documents, including general correspondence from
rough drafts or verbal instructions
- Coordinates and oversees City's credit card purchasing
program
- Tracks and evaluates data for budget and/or other financial
purposes
- Manages public surplus sales and disposals in accordance with
City policy
- Provides surplus reconciliation services
- Maintains the City's purchasing policies and updates as
necessary
- Performs highly complex office, clerical, and administrative
support tasks and duties

- Maintains regular attendance and punctuality
- Performs other duties of a similar nature of level

QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE:
Bachelor's Degree in a related field from an accredited
institution, and three years professional experience in
procurement, or an equivalent combination of education and
experience sufficient to successfully perform the essential duties
of the job such as those listed above. Additional education cannot
be substituted for experience.
CERTIFICATION/ LICENSURE:
Public purchasing certification of CPPB, CPPO or CPM preferred.
Must have at the time of hire and be able to maintain a valid Ohio
driver license.

PHYSICAL DEMANDS
Sedentary Work: Exerting up to 10 pounds of force occasionally
and/or a negligible amount of force frequently or constantly to

human body. Sedentary work involves sitting most of the time. Jobs
are sedentary if walking and standing are required only
occasionally and all other sedentary criteria are met.
WORK ENVIRONMENT
Position is typically office or administrative work and is not
substantially exposed to adverse environmental conditions.
